Blue Rock Capital Group is the sponsor and development company for the Blue Rock platform, a Texas limited liability company owned by its three managing members: Ron Heine, Mark Allen and Ryan Heine.
The model is simple to state: entitle the land, deliver the horizontal infrastructure, and bring the vertical product to market, with construction by an affiliated general contractor. When an owner engages Blue Rock for development services, Blue Rock Capital Group can contract with the owner as prime developer and, with the owner's agreement, subcontract construction to Blue Rock Construction LLC, an affiliated company.
The model has deep local roots. Mark Allen's father, Max Allen, developed Fountainwood Estates in Georgetown (1992 to 2000) and Boulderwood in Liberty Hill (around 2005). Both were lot-sale communities, and Mark worked both alongside him in construction, sales and project management.
Ron Heine and Mark Allen have developed together for 15 years. The principals' earlier development experience includes Walgreens at Sun City and The Hacienda at Sun City in Georgetown. It also includes the engineering, entitlement and horizontal development of the FM 1460 / The Rivery mixed-use and multifamily tracts in Georgetown, all of which have been sold.
