Background
Cardinal Farms is a planned single-family community on Bud Stockton Loop in Jarrell, across the road from a Jarrell ISD secondary school campus. Jarrell is on Interstate 35 in north central Williamson County, and its population more than tripled from 2020 to 2025, to an estimated 5,870.
The community is planned in two phases, of 160 and 159 lots. Phase 1 is planned with 45-foot and 50-foot lots for entry-level and first move-up detached homes.
Site characteristics
- A development agreement with the City of Jarrell, executed in 2023, runs with the land.
- Under the agreement the City has reserved water capacity for the community. In 2026 the City Council approved an amendment under which City wastewater service would be provided through a lift station to be built for the community.
- The City has approved the preliminary plat. Engineering is substantially complete, and the final plat is not yet recorded.
- Current FEMA flood maps show the property outside the mapped special flood hazard area.
- A commercial tract in the community was rezoned General Commercial (C-2) by City ordinance in 2026.

Cardinal Farms is owned by an affiliated company in which Blue Rock principals are members.
Entitlement
Mark Allen, a Blue Rock principal and a manager of the owning company, leads entitlement with the City.
